Coal and extractive energy are the key reasons that Appalachia suffers environmentally. Mountaintop removal leads to worse outcomes from flooding.
However, the inadequate infrastructure is due to the abandonment of Appalachia after coal profits fell behind. Many people and companies outside Appalachia benefited from coal mining.
Now, the water table is poisoned, and local/state/federal governments are failing to improve critical infrastructure.
