@threethethird With a hot enough firestarter, you can indeed get a fire going in the rain.

Think of hot sparks hitting magnesium on mostly dry tinder that flares up. These let you make a sustained tiny coal that can be blown to living flame, then paper, then little sticks that dry and catch.
A consumable cover of anything that won't make nasty smoke shields it from above but lets air in and smoke out from the sides.

The bottom is where you want the air to enter if at all possible. As the fire grows it can start drying out logs that eventually catch too.

The logs first dry, then flame and coke, then the charcoal burns and the fire can be kept going all night if you can keep the rain from getting into it faster than it boils off. A light rain will just sizzle and boil off, a heavy rain might need a top cover.

Fire in rain can do things like dry out wet and nasty shoes, just be careful not to melt them or set them on fire too.
