2) Trained personnel to maintain equipment and a on-going stipend to support such work.
3) Availability of parts to service equipment

Alternatively, micro-loans are a much better way to generate Public good.
#AlternativeTechnology is much more appropriate than American/EU tech that breaks down as there is no one to fix it and can't get parts.
