LIHEAP saves a lot of lives.
It also increases revenue for utility companies.

Oh, I know. I was just trying to explain for people not familiar with the program.
It's mostly about making sure that poor elderly, disabled, and babies don't die from temperature extremes during the winter or summer.
Funding is generally very scarce. Not all who qualify get help.

It's nationwide. I'm in Illinois, and I used to help people apply for it.
The specific rules of how it is implemented varies from state to state, but it more or less accomplishes the same thing everywhere.
